Quorum

Quorum refers to the minimum number of attendees required to hold a valid meeting or to adopt a resolution. Under Dutch law resolutions adopted at a meeting where the quorum was not met, are null and void.

In some case a quorum for certain decisions is  set by Dutch law. Also the articles of association A document, drawn up when a Dutch company or legal person is set up, and which regulates the operations of the company and defines its purpose.
